Evaluation
There are two types of evaluations: of dossiers and of substances
- An evaluation of the dossiers comprises:
Control of conformity: the ECHA can investigate each registration dossier to check that suitable information is available and presented in the correct manner.
Investigation of the testing proposals: for chemical products manufactured or imported in quantities of at least 100 tons, no testing has to take place to obtain the information clarified in the REACH regulation. Instead a testing proposal must be included with the registration dossier. The ECHA assesses whether the testing proposal is suitable. It is the intention to avoid unnecessary testing on animals or testing of a mediocre quality.
- Evaluation of the substances:
When a substance can comprise a risk to public health or the environment, ECHA adds the substance to a list for the ‘evaluation of substances’. For each substance on the list a Member State must then assess at more length if additional information is required and possibly ask the submitter(s) to provide the information. As soon as the substance has been evaluated, the Member States can investigate how the information from this evaluation can be used for the authorisation and restriction procedures.
